Target group

Single homeless unemployed people. Must be entitled to housing benefit and be alcohol and drug free for at least 12 hours at time of interview. Priority given to applicants with a local connection to Watford, Three Rivers or Hertsmere.

Will not accept

Each applicant is individually assessed. People with a repeated history of violence or arson.

Accept agency referrals, but may accept self referrals.

Referral procedure

Initial contact by phone Mon-Fri 9am-5pm. Application form completed by prospective resident. Interview. Require proof of identity.

Support services

7 full time staff, sleep-in cover. Keywork system, weekly meetings for general support, advice and to discuss progress. Support plans drawn up usually in partnership with mental health team, Social Services or Probation. Daily independent living skills programme with personal development co-ordinator. Residents must commit to obtaining new skills through college courses or voluntary work.

Access to move-on

Resettlement officer provides move-on support and advice. Follow-up tenancy sustainment and general support. 5-8 local authority nominations each year. Trust has 6 move-on flats (Alpha Court) and 4-bed move-on house and 13 move-on cluster flats.

House rules and tenure

No alcohol or non-prescribed drugs allowed on or off the premises. No smoking allowed in communal areas. Licence agreement.

Resident access

Must be in by 12 midnight.


Between 9am-10.30pm in communal areas only. No overnight guests.

User participation

Residents' meetings held every 4-6 weeks, normally chaired by project staff. Provides feedback to management and plans social activities. User satisfaction surveys.
